The Branch Committee agreed to consult Acts members upon this final pay offer, recommending it for acceptance, as had the Trade Union Side.
 
I confirm that the employer’s final offer for 2014 is –
 
o 1% increase on basic pay and the usual associated allowances as from 1 January 2014.
o A one off, unconsolidated lump sum payment of £600, to be paid to all staff in post at the time that the Trade Union Side agrees to a settlement, which it is assuming will be 1 May 2014.
 
For clarity the unconsolidated lump sum is a one off payment that is not added to the salary scales and which would be paid pro-rata for staff on less than full time hours, and which would be subject to the usual deductions.
 
In considering the employer’s final offer the Branch Committee noted the difficult economic and employment backdrop that UNISON and it members are facing. In particular the Branch Committee wished to move on from having to deal with pay as an ongoing issue with the employer in order that it could concentrate on the anticipated challenging negotiations that would no doubt arise as UNISON’s membership and associated income continues to be eroded. The Branch Committee determined that it wanted to be able to respond to any possible changes to roles and responsibilities for UNION staff that these challenges may bring about without being distracted by pay as an unresolved matter.
 
The Branch Committee, having agreed to recommend the final offer to members for acceptance agreed that it wanted to undertake member consultation through Constituencies as usual, with Constituencies providing the outcome of their consultations by 5.00pm on 28 April 2014.
